PRAYERS were read by the Lord Bishop of Lichfield.

1.Lord Orme—The Right Honourable Stanley Orme, having been created Baron Orme, of Salford in the County of Greater Manchester, for life by Letters Patent dated in the forenoon of 21st October 1997 (see appendix 1), was introduced between the Lord Murray of Epping Forest and the Lord Merlyn-Rees, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and made and subscribed the solemn affirmation pursuant to statute.
2.Baroness Knight of Collingtree—Dame Joan Christabel Jill Knight DBE, having been created Baroness Knight of Collingtree, of Collingtree in the County of Northamptonshire, for life by Letters Patent dated in the afternoon of 23rd September 1997 (see appendix 2), was introduced between the Baroness Young and the Lord Knights, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
3.Baroness Pitkeathley—Mrs. Jill Elizabeth Pitkeathley OBE, having been created Baroness Pitkeathley, of Caversham in the Royal County of Berkshire, for life by Letters Patent dated in the forenoon of 6th October 1997 (see appendix 3), was introduced between the Lord Carter and the Baroness Flather, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

9.Statutory Instruments—The 11th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instruments:

Financial Services Act 1986 (Extension of Scope of Act) Order 1997;

Draft Summer Time Order 1997;

Draft Transport and Works (Description of Works Interfering with Navigation) (Amendment) Order 1997;

Draft General Lighthouse Authorities (Beacons: Maritime Differential Correction Systems) Order 1997;

it was ordered that the Report be printed. (HL Paper 31)

Public Business

10.Education (Student Loans) Bill—A bill to make further provision with respect to public sector student loans, was brought from the Commons, read a first time and ordered to be printed. (HL Bill 40)
11.Firearms (Amendment) Bill—The bill was returned from the Commons with certain of the amendments disagreed to with reasons for such disagreement and with the remaining amendment agreed to; the reasons were ordered to be printed. (HL Bill 41)
12.Delegated Powers and Deregulation Committee—It was moved by the Chairman of Committees on behalf of the Committee of Selection, that the Lord Mayhew of Twysden be appointed a member of the Select Committee in the place of the Lord Kingsland; the motion was agreed to.
13.Local Government (Contracts) Bill—The bill was read a third time and, after debate, passed and returned to the Commons with amendments.
14.Plant Varieties Bill—The report was received; amendments were agreed to; it was ordered that the bill be printed as amended. (HL Bill 42)
15.Social Security (Lone Parents) (Amendment) Regulations 1997—It was moved by the Earl Russell that an Humble Address be presented to Her Majesty praying that the Regulations (S.I. 1997/1790), laid before the House on 30th July, be annulled; after debate, the motion was disagreed to (see division list).
16.Student fees in Scotland—The Baroness Carnegy of Lour asked Her Majesty’s Government whether their proposals for fees at universities in Scotland offer equality of access to students across the United Kingdom; after debate, the question was answered by the Lord Sewel.

And for Us Our heirs and successors do appoint give and grant unto him the said name state degree style dignity title and honour of Baron Orme to have and to hold unto him for his life

Willing and by these Presents granting for Us Our heirs and successors that she may have hold and possess a seat place and voice in the Parliaments and Public Assemblies and Councils of Us Our heirs and successors within Our United Kingdom amongst the Barons And also that she may enjoy and use all the rights privileges pre-eminences immunities and advantages to the degree of a Baron duly and of right belonging which Barons of Our United Kingdom have heretofore used and enjoyed or as they do at present use and enjoy

In Witness whereof We have caused these Our Letters to be made Patent Witness Ourself at Westminster in the forenoon of the sixth day of October in the forty-sixth year of Our Reign
