10.Late Payment of Commercial Debts (Interest) Bill [HL]—A bill to make provision with respect to interest on the late payment of certain debts arising under commercial contracts for the supply of goods or services was presented by the Lord Haskel, on behalf of Lord Clinton-Davis, read a first time and ordered to be printed. (HL Bill 54)
11.Consolidated Fund Bill—A bill to apply certain sums out of the Consolidated Fund to the service of the years ending on 31st March 1998 and 1999 was brought from the Commons endorsed with the certificate of the Speaker that the bill is a money bill and was read a first time.
12.Scottish Agricultural College Order Confirmation Bill—The bill was brought from the Commons, read a first time and (pursuant to the Private Legislation Procedure (Scotland) Act 1936) deemed to have been read a second time and reported from the Committee.
13.Business of the House—It was moved by the Lord Privy Seal (Lord Richard) that the debates on the motions in the names of the Lord Crickhowell and the Lord Hindlip set down for today shall each be limited to 2½ hours; the motion was agreed to.
14.Wales (2½-hour debate)—It was moved by the Lord Crickhowell that there be laid before the House papers relating to economic and social progress in Wales and to consider the good governance of Wales within the United Kingdom; after debate, the motion was (by leave of the House) withdrawn.
15.International art market (2½-hour debate)—It was moved by the Lord Hindlip that there be laid before the House papers relating to the importance of London’s leading position in the international art market; after debate, the motion was (by leave of the House) withdrawn.
16.Mink Keeping Order 1997—It was moved by the Lord Donoughue that the Order laid before the House on 19th November be approved; after debate, the motion was agreed to.
