7.National Minimum Wage Bill—A bill to make provision for and in connection with a national minimum wage; to provide for the amendment of certain enactments relating to the remuneration of persons employed in agriculture; and for connected purposes was brought from the Commons, read a first time and ordered to be printed. 8.Teaching and Higher Education Bill [HL]—The bill was read a third time; amendments were agreed to; an amendment was agreed to (see division list 1); amendments were disagreed to (see division lists 2 and 3); an amendment was moved and a debate arising thereon, it was moved by the Earl Russell that Standing Order 30 (Asperity of speech to be avoided) be read; the motion was agreed to (see division list 4) and the Standing Order was read accordingly; the House was adjourned during pleasure; the House was resumed; the debate on the amendment was resumed and after further debate the amendment was negatived; amendments were disagreed to (see division lists 5 and 6); amendments were agreed to; an amendment was moved and (by leave of the House) withdrawn; a privilege amendment was agreed to; then, after debate, the bill was passed and sent to the Commons.

It was moved by the Earl Baldwin of Bewdley, in Clause 3, page 3, line 21, at end to insert—

(“(5) Where the Council considers that a person on the register or who has applied for registration has fallen short of the professional standards appropriate to a place on the register, it may, having heard representations—

(a) admonish or issue a warning to that person;

(b) attach conditions to his registration;

(c) suspend him from the register for a specified period; or

(d) remove him from the register, either—

(i) immediately, or

(ii) at the end of a period of suspension, if it considers that conditions specified in the notice of suspension have not been met.

(6) Where the Council takes action under subsection (5) above, it shall issue a notice to the person concerned, setting out the action being taken and the grounds for its decision that he has fallen short of the professional standards appropriate to a place on the register.

(7) The powers conferred on the Council by this section are without prejudice to the powers of the Secretary of State under section 218(6) of the Education Reform Act 1988.”);
