Judicial Business

1.In re Debs (application for a writ of Habeas Corpus) (On Appeal from a Divisional Court of the Queen’s Bench Division)—The petition of Ihab Debs praying for leave to appeal in accordance with the Administration of Justice Act 1960 was presented and referred to an Appeal Committee.
2.In re L (by his next friend DF) (Respondent)—The petition of the Chairman of the Mental Health Act Commission and the Mental Health Act Commission praying that they might be heard or otherwise intervene in the appeal (the agents for the appellants, the respondent and the intervener consenting thereto) was presented and was referred to an Appeal Committee.
3.Appeal Committee—The following Order was made pursuant to the 70th Report:

Stretch (A.P.) (Petitioner) v. West Dorset District Council (Respondents)—That the respondent’s costs be paid out of the Legal Aid Fund in accordance with section 18 of the Legal Aid Act 1988, such order to be suspended until 9th June to enable the Legal Aid Board to object if they wish.

8.European Communities—The 23rd Report from the Select Committee, on Aid to Shipbuilding, was made; it was ordered that the Report be printed, together with the Minutes of Evidence. (HL Paper 103)

Public Business

9.European Communities (Amendment) Bill—The report was received; an amendment was moved and (by leave of the House) withdrawn; an amendment was disagreed to (see division list); an amendment was moved and a debate arising thereon, further debate was adjourned; further consideration on report was adjourned.
10.Leaded petrol—The Lord Montagu of Beaulieu asked Her Majesty’s Government whether they are aware of the damage which could be caused to the engines of a great number of older vehicles, some of historic importance, as a result of the abolition of leaded petrol on 1st January 2000 and what steps they can take to alleviate the problem in the short and long term; after debate, the question was answered by the Baroness Hayman.
11.European Communities (Amendment) Bill—The bill was further considered on report; the debate on an amendment was resumed and, after further debate, the amendment was (by leave of the House) withdrawn; amendments were moved and (by leave of the House) withdrawn; further consideration on report was adjourned after amendment 7.
