Judicial Business

1.Regina v. Secretary of State for the Home Department (Respondent) ex parte Gangadeen and another (Petitioners)—Upon application by the petitioners (the agent for the respondent consenting thereto), it was ordered that the petition be withdrawn and that there be no order as to costs.
2.Regina v. Swindon Magistrates’ Court and others (Respondents) ex parte Nangle (A.P.) (Petitioner)—The petitioner’s legal aid certificate was lodged.
3.Appeal Committee—The 71st Report was made; the Appeal Committee reported that they had met and had heard Counsel; the Report was agreed to and the following Orders were made:

Hammond (Petitioner) v. Secretary of State for the Environment and others (Respondents)—That leave to appeal be refused; and that the petitioner do pay to the respondents the costs of

the petition, the amount thereof be certified by the Clerk of the Parliaments if not agreed between the parties.

W (A.P.) (Petitioner) v. Home Office (Respondent)—That leave to appeal be refused; that the costs of the petitioners be taxed in accordance with the Legal Aid Act 1988; and that the respondent costs be paid out of the Legal Aid Fund in accordance with section 18 of the Legal Aid Act 1988, such order to be suspended until 11th June to enable the Legal Aid Board to object if they wish.

Regina v. Managers of the North West London Mental Health NHS Trust and others (Respondents) ex parte Stewart (A.P.) (Petitioner)—That leave to appeal be refused, and that the costs of the petitioner be taxed in accordance with the Legal Aid Act 1988.

Regina v. Secretary of State for the Home Department (Respondent) ex parte Stafford (A.P.) (Petitioner)—That leave to appeal be given, and that the petition of appeal be lodged by 28th May next.

4.Appeal Committee—The 72nd Report from the Appeal Committee was agreed to and the following Orders were made:

(Petitioner)—That leave to appeal be refused; that the costs of the petitioner be taxed in accordance with the Legal Aid Act 1988; and that the respondents be at liberty to apply for their costs in accordance with direction 5.1(c) and, if the application is granted, that the amount thereof be certified by the Clerk of the Parliaments if not agreed between the parties.

11.Tax Credits (Initial Expenditure) Bill—A bill to authorise the incurring of expenditure in connection with the replacement of certain social security benefits with income tax credits, was brought from the Commons endorsed with the certificate of the Speaker that the bill is a money bill, read a first time and ordered to be printed. 12.Social Security Bill—The bill was returned from the Commons with certain amendments agreed to and with the remaining amendments agreed to with amendments; the Commons amendments were ordered to be printed. (HL Bill 114)
13.Patient Pack initiative—The Earl Howe asked Her Majesty’s Government whether they will support patient organisations, doctors and the pharmaceutical industry in promoting the Patient Pack initiative; after debate, the question was answered by the Baroness Jay of Paddington.
