7.Ecclesiastical Committee—The following Measure and Report of the Ecclesiastical Committee thereon were laid before the House (pursuant to section 4 of the Church of England Assembly (Powers) Act 1919) and ordered to be printed:

8.Statutory Instruments—The 35th Report from the Joint Committee was made on certain statutory instruments; including the following affirmative instruments:

Draft Welfare of Livestock (Amendment) Regulations 1998;
Draft Air Carrier Liability Order 1998;

10.Community Care (Residential Accommodation) Bill—The order of commitment was discharged.
11.Audit Commission Bill [HL]—The bill was returned from the Commons agreed to.
12.Petroleum Bill [HL]—The bill was returned from the Commons agreed to.
13.Late Payment of Commercial Debts (Interest) Bill [HL]—The bill was returned from the Commons agreed to with amendments; it was ordered that the Commons amendments be printed. (HL Bill 120)
14.National Lottery Bill [HL]—The bill was returned from the Commons agreed to with amendments and with a privilege amendment; it was ordered that the Commons amendments be printed. (HL Bill 121)
15.Government of Wales Bill—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; an amendment was disagreed to (see division list); amendments were agreed to; the House was resumed.
16.Pesticides Bill— The House resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed and the bill was reported without amendment.

The House was adjourned during pleasure.

17.Government of Wales Bill—The House again resolved itself into a Committee upon the bill; the question that a clause stand part of the bill was negatived; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; the House was resumed after Clause 46 stood part.

It was moved by the Lord Willoughby de Broke, in Clause 22, page 13, line 14, at end to insert—

(“( ) The draft of an Order in Council laid before each House of Parliament under subsection (2) above shall include provision for the transfer to the Assembly of those powers exercisable by Ministers of the Crown in relation to Wales to make provision under the Food Safety Act 1990 in relation to bones, bone-in beef and other food and ingredients for human consumption derived from bovine animals.”);
which being objected to, the question was put thereupon, and the Committee divided:
