9.Statutory Instruments—The 38th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instrument:

Public Business

10.Building Regulations (Energy Rating Information) (Amendment) Bill [HL]—The bill was read a third time and passed and sent to the Commons.
11.Teaching and Higher Education Bill [HL]—The Commons amendments were considered; certain Commons amendments were agreed to; a motion that the House do disagree with a Commons amendment but propose an amendment in lieu thereof was disagreed to (see division list 1); a motion that the House do disagree with the same Commons amendment but propose a different amendment in lieu thereof was agreed to (see division list 2); a Commons amendment was disagreed to, and a Committee was appointed to propose a reason for such disagreement.

The Committee reported that they had proposed the following reason:
“Because arrangements for the payment of grants in respect of tuition fees at Scottish higher education institutions should be the same for students from other parts of the United Kingdom as they are for Scottish students.”
The Report was agreed to; the remaining Commons amendments were agreed to and the privilege amendment was agreed to; then the bill was returned to the Commons with the reason.
12.Guardsmen Fisher and Wright—The Lord Campbell of Alloway asked Her Majesty’s Government when Guardsmen Fisher and Wright can expect release from life imprisonment; after debate, the question was answered by the Lord Dubs.

TEACHING AND HIGHER EDUCATION BILL [HL]

It was moved by the Baroness Blatch that this House do disagree with the Commons in their amendment No. 64 but propose the following amendment in lieu:

Page 14, line 31, leave out subsections (6) and (7) and insert—

(“( ) The Secretary of State shall ensure that, in any regulations made under this section in relation to any eligible student for any prescribed purpose for any academic year—

(a) the maximum amount of any loan made available to that student is no greater than half the prescribed cost of maintenance for such a student for that purpose for that year, and

(b) provision continues to be made for maintenance grants to be payable to such a student, subject to—

(i) a maximum amount of half the prescribed cost of maintenance, and

(ii) assessment of any contributions applicable in his case.”);

which being objected to, the question was put thereupon, and the House divided:

(“( ) Regulations under this section shall ensure that any arrangements for the payment of grant in respect of tuition fees for the fourth or any subsequent year of study at a higher education institute in England or Wales apply equally to a student whose parental home or normal place of residence for purposes other than attendance at that institution is in Scotland or Northern Ireland as they do to a student whose parental home or normal place of residence for purposes other than attendance at that institution is in England or Wales.”);
