Draft Animals (Scientific Procedures) Act 1986 (Amendment) Regulations 1998;
Draft Security for Private Road Works (Scotland) Amendment Regulations 1998;
Draft Pneumoconiosis etc. (Workers’ Compensation) (Payment of Claims) Amendment Regulations 1998;

7.Teaching and Higher Education Bill [HL]—The Commons reasons were considered; a motion not to insist on a Lords amendment in lieu to which the Commons have disagreed but to propose an amendment in lieu of words left out of the bill was moved and (by leave of the House) withdrawn; then the Lords amendment in lieu was not insisted on and the original Commons amendment was agreed to; a motion not to insist on disagreement to a Commons amendment on which the Commons have insisted but to propose an amendment in lieu of the words so left out of the bill was agreed to (see division list 1); then the bill was returned to the Commons with an amendment.
8.School Standards and Framework Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; an amendment was disagreed to (see division list 2); further consideration on report was adjourned.
9.Welfare of Livestock (Amendment) Regulations 1998—It was moved by the Lord Hoyle that the draft Regulations laid before the House on 21st May be approved; after debate, the motion was agreed to.
10.Air Carrier Liability Order 1998—It was moved by the Baroness Hayman that the draft Order laid before the House on 23rd June be approved; after debate, the motion was agreed to.

It was moved by the Baroness Blatch, in clause 104, page 78, line 37, at end to insert:

(“( ) Before any ballot under this section takes place, the local education authority or authorities within whose areas the relevant grammar schools referred to in subsection (2)(a), (b) or (c) are situated shall—

(a) prepare and publish outline proposals for the reorganisation of schools consequent upon a successful ballot including an estimate of capital expenditure, setting up costs and predicted annual revenue costs, and

(b) send a summary of such proposals to all eligible parents.”);
