5.Government of Wales Bill—The Queen’s Consent was signified; the bill was read a third time; an amendment was agreed to (see division list 1); amendments were disagreed to (see division lists 2 and 3); amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; further proceedings after third reading were adjourned after amendment 34.
6.Registration of Political Parties Bill—A bill to make provision about the registration of political parties was brought from the Commons, read a first time and ordered to be printed. (HL Bill 145)
7.Consolidated Fund (Appropriation) (No. 2) Bill—A bill to supply a sum out of the Consolidated Fund to the service of the year ending on 31st March 1999; to appropriate the supplies granted in this Session of Parliament; and to repeal certain Consolidated Fund and Appropriation Acts, was brought from the Commons endorsed with the certificate of the Speaker that the bill is a money bill and read a first time.
8.New Forest—The Lord Montagu of Beaulieu asked Her Majesty’s Government what are their reactions to the recommendations of the Countryside Commission for the future management of the New Forest, in the light of the environmental and economic conditions of that area; after debate, the question was answered by the Baroness Farrington of Ribbleton.
9.Government of Wales Bill—The bill was further considered after third reading; amendments were moved and (by leave of the House) withdrawn; after debate, the bill was passed and returned to the Commons with amendments.

It was moved by the Lord Mackay of Ardbrecknish, in clause 4, page 2, line 44 to leave out from (“have”) to end of line 9 on page 3 and insert:
(“one vote (referred to in this Act as a constituency vote).

(2) The constituency vote is to be given for a candidate to be the Assembly member for the Assembly constituency.

(3) There shall also be calculated the number of additional member votes for each registered political party which has submitted a list of candidates to be Assembly members for the Assembly electoral region in which the Assembly constituency is included.

(3A) The number of additional member votes for each party shall be the same as the number of constituency votes for the candidate of the party in that constituency.”); which being objected to, the question was put thereupon, and the House divided:
