PRAYERS were read by the Lord Bishop of Blackburn.

1.Lord Christopher—Anthony Martin Grosvenor Christopher Esquire CBE, having been created Baron Christopher, of Leckhampton in the County of Gloucestershire, for life by Letters Patent dated in the forenoon of 30th July 1998 (see appendix), was introduced between the Lord Murray of Epping Forest and the Lord Merlyn-Rees, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

Judicial Business

2.Her Majesty’s Attorney General (Respondent) v. Blake (Petitioner) and another—The petition of George Blake praying for leave to present an appeal notwithstanding that the time limited by Standing Order I has expired was presented and referred to an Appeal Committee.
3.Regina v. Secretary of State for the Home Office (Respondent) ex parte Rajaratnam (Appellant) (England)—The appeal of Krishnan Rajaratnam was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 2nd December next.
4.In re B (a minor) (A.P.) (Appellant) (England)—The appeal of the minor was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 2nd December next.
5.B (by his mother and next friend) (A.P.) (Petitioner) v. Director of Public Prosecutions (Respondent)—The petitioner’s legal aid certificate was lodged.

8.Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:
1.Accounts for 1997–98 of the National Lottery Charities Board, together with the Report of the Comptroller and Auditor General, laid under the National Lottery etc. Act 1993;
2.Accounts for 1997–98 of the Pensions Compensation Board, together with the Report of the Comptroller and Auditor General, laid under the Pensions Act 1995.

Public Business

9.Northern Ireland Bill—The House again resolved itself into a Committee upon the bill; the question that a clause stand part of the bill was negatived; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; the House was resumed.
10.Smoking in public places—The Lord Janner of Braunstone asked Her Majesty’s Government what plans they have to ban or restrict smoking in restaurants, other eating places and other public places; after debate, the question was answered by the Lord Hunt of Kings Heath.
11.Northern Ireland Bill—The House again resolved itself into a Committee upon the bill; amendments were agreed to; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed after clause 57 stood part.

The House was adjourned at ten o’clock
till tomorrow, two o’clock for judicial business, three o’clock for public business.

And for Us Our heirs and successors do appoint give and grant unto him the said name state degree style dignity title and honour of Baron Christopher to have and to hold unto him for his life

Willing and by these Presents granting for Us Our heirs and successors that he may have hold and possess a seat place and voice in the Parliaments and Public Assemblies and Councils of Us Our heirs and successors within Our United Kingdom amongst the Barons And also that he may enjoy and use all the rights privileges pre-eminences immunities and advantages to the degree of a Baron duly and of right belonging which Barons of Our United Kingdom have heretofore used and enjoyed or as they do at present use and enjoy

In Witness whereof We have caused these Our Letters to be made Patent Witness Ourself at Westminster in the forenoon of the thirtieth day of July in the forty-seventh year of Our Reign
