ENERGY EFFICIENCY (NO. 2) BILL [HL]


  8.  This Private Member's Bill requires a mortgage survey to include an energy efficiency report prepared in accordance with regulations under clause 5. These regulations deal with changing technical details which are unsuitable for primary legislation. They are subject to negative procedure (clause 5(8)), which the Committee considers appropriate.

  9.  Clause 8 is a common form provision about making by Order in Council equivalent provision for Northern Ireland.

  10.  There is in clause 9 a commencement power which extends to making transitional provisions and savings.

  11.  There is nothing in the Bill which the Committee wishes to draw to the attention of the House.[1]
