  1995 REPORT RECOMMENDATION


The Presidency

Any system of presidencies must combine elements of continuity in essential tasks and elements of change, to ensure that all Member States participate as fully as possible in the management of the Union... None of our witnesses has provided a wholly satisfactory answer to the problems of the presidency in an enlarged Community. The proposals for team presidencies that we have heard all have disadvantages, and some of these may turn out to be very serious... However, no-one has proposed a viable alternative. We acknowledge that something must be done, but we do not contemplate the prospect of team presidencies with great enthusiasm.(242)
