Letter from Lord Tordoff, Chairman of the Committee, to Dawn Primarolo MP, Financial Secretary, HM Treasury

  I am writing in respect of your Explanatory Memorandum of 8 December relating to the above item. I must protest that this item was not deposited in sufficient time for adequate scrutiny to be undertaken. I note your description of the proposal as merely a continuation of a well-established existing policy". However, since the Government applied for the further extension to the derogation as long ago as 6 October, it does not seem to me satisfactory that the item should be submitted to Parliament on 8 December with a view to a Council decision in the week beginning 15 December.
