The House met at half-past two oclock.
PRAYERS were read by the Lord Bishop of Chichester.
1. The Baroness GoudieMrs Mary Teresa Goudie, having been created Baroness Goudie, of Roundwood in the London Borough of Brent, for life by Letters Patent dated in the forenoon of 21st July 1998, was introduced between the Lord Sewel and the Baroness Ramsay of Cartvale, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
2. The Baroness ThorntonMrs Dorothea Glenys Thornton, having been created Baroness Thornton, of Manningham in the County of West Yorkshire, for life by Letters Patent dated in the afternoon of 23rd July 1998, was introduced between the Baroness Hollis of Heigham and the Baroness Jay of Paddington, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and made and subscribed the solemn affirmation pursuant to statute.
Judicial Business
3. Commissioners of Customs and Excise (Appellants) v. British Telecommunications Plc (Respondents) (England) The appeal of the Commissioners of Inland Revenue was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 7th September next.
4. Boukssid (A.P.) (Petitioner) v. Secretary of State for the Home Department (Respondent) The petition of Fatima Boukssid praying for leave to appeal was presented and referred to an Appeal Committee. The petitioners legal aid certificate was lodged
5. Bogg and others (A.P.) (Petitioners) v. Bruce Hebelthwayte Raper and others (Respondents) The petition of Anne Penelope Bogg, Lucy Bogg (a minor) and Katie Bogg (a minor) praying for leave to appeal was presented and referred to an Appeal Committee. The legal aid certificates of the second and third petitioners were lodged.
6. Regina v. Coombs and others (Petitioners) (lodged 21st July) The petition of Robert Coombs, Adrian Marshall and Birol Eren praying for leave to appeal in accordance with the Criminal Appeal Act 1968 was presented and referred to an Appeal Committee.
7. Regina v. Collins and Pathfinder Mental Health Services NHS Trust and others (Petitioners) ex parte S (A.P.) (Respondent) The respondents legal aid certificate was lodged.
8. St Georges Healthcare NHS Trust (Petitioners) v. S (A.P.) (Respondent) The respondents legal aid certificate was lodged.
9. Appeal CommitteeThe 92nd Report from the Appeal Committee was agreed to and the following Orders were made:

Regina v. Lincoln Crown Court (Respondent) ex parte Jude (Petitioner) That leave to appeal be refused.
