HOUSE OF LORDS

MINUTES OF PROCEEDINGS

Die Martis 6° Octobris 1998

The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Ely.

1. Lord Norton of Louth—Philip Norton Esquire, having been created Baron Norton of Louth, of Louth in the County of Lincolnshire, for life by Letters Patent dated in the forenoon of 1st August 1998, was introduced between the Lord Weatherill and the Lord Newton of Braintree, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

2. Baroness Miller of Chilthorne Domer—Mrs Susan Elizabeth Miller, having been created Baroness Miller of Chilthorne Domer, of Chilthorne Domer in the County of Somerset, for life by Letters Patent dated in the forenoon of 28th July 1998, was introduced between the Lord Tope and the Baroness Maddock, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

3. Command Paper—The following paper was presented to the House by command of Her Majesty and ordered to lie on the Table:

    Environment—21st Report of the Royal Commission on Environmental Pollution: Setting Environmental Standards.      (4053)

4. Negative Instrument—The following instrument was laid before the House and ordered to lie on the Table:

    Pencils and Graphic Instruments (Safety) Regulations 1998, laid under the Consumer Protection Act 1987.      (2406)

Public Business

5. Committee of Selection—It was moved by the Chairman of Committees that the Baroness Jay of Paddington be appointed a member of the Committee in the place of the Lord Richard; the motion was agreed to.

6. House of Lords’ Offices Committee—It was moved by the Chairman of Committees, on behalf of the Committee of Selection, that the Lord Williams of Mostyn be appointed a member of the Committee in the place of the Lord Richard; the motion was agreed to.

7. Procedure of the House Committee—It was moved by the Chairman of Committees, on behalf of the Committee of Selection, that the Lord Williams of Mostyn be appointed a member of the Committee in the place of the Lord Richard; the motion was agreed to.

8. Liaison Committee—It was moved by the Chairman of Committees, on behalf of the Committee of Selection, that the Baroness Jay of Paddington be appointed a member of the Committee in the place of the Lord Richard; the motion was agreed to.

9. Scotland Bill—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; an amendment was disagreed to (see division list 1); the House was resumed.

10. Bullying in secondary schools—The Lord Tope asked Her Majesty’s Government what plans they have to address the problem of bullying of pupils in secondary schools; after debate, the question was answered by the Lord Hunt of Kings Heath.

The House was adjourned during pleasure.

The House was resumed.

11. Scotland Bill—The House again resolved itself into a Committee upon the bill; amendments were agreed to; amendments were moved and (by leave of the Committee) withdrawn; an amendment was disagreed to (see division list 2); the House was resumed after Amendment 291GA.

The House was adjourned at twenty-three minutes before three o’clock

in the morning of Wednesday 7th October till later the same day,

half-past two o’clock in the afternoon.
