The House met at half-past two oclock.
PRAYERS were read by the Lord Bishop of Ely.
1. Lord Norton of LouthPhilip Norton Esquire, having been created Baron Norton of Louth, of Louth in the County of Lincolnshire, for life by Letters Patent dated in the forenoon of 1st August 1998, was introduced between the Lord Weatherill and the Lord Newton of Braintree, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
2. Baroness Miller of Chilthorne DomerMrs Susan Elizabeth Miller, having been created Baroness Miller of Chilthorne Domer, of Chilthorne Domer in the County of Somerset, for life by Letters Patent dated in the forenoon of 28th July 1998, was introduced between the Lord Tope and the Baroness Maddock, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

5. Committee of SelectionIt was moved by the Chairman of Committees that the Baroness Jay of Paddington be appointed a member of the Committee in the place of the Lord Richard; the motion was agreed to.
6. House of Lords Offices CommitteeIt was moved by the Chairman of Committees, on behalf of the Committee of Selection, that the Lord Williams of Mostyn be appointed a member of the Committee in the place of the Lord Richard; the motion was agreed to.
7. Procedure of the House CommitteeIt was moved by the Chairman of Committees, on behalf of the Committee of Selection, that the Lord Williams of Mostyn be appointed a member of the Committee in the place of the Lord Richard; the motion was agreed to.
8. Liaison CommitteeIt was moved by the Chairman of Committees, on behalf of the Committee of Selection, that the Baroness Jay of Paddington be appointed a member of the Committee in the place of the Lord Richard; the motion was agreed to.
9. Scotland BillThe House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; an amendment was disagreed to (see division list 1); the House was resumed.
10. Bullying in secondary schoolsThe Lord Tope asked Her Majestys Government what plans they have to address the problem of bullying of pupils in secondary schools; after debate, the question was answered by the Lord Hunt of Kings Heath.
The House was adjourned during pleasure.

11. Scotland BillThe House again resolved itself into a Committee upon the bill; amendments were agreed to; amendments were moved and (by leave of the Committee) withdrawn; an amendment was disagreed to (see division list 2); the House was resumed after Amendment 291GA.
