93D*     Insert the following new Clause-- 
     ("  .--(1)  A person on whom a life peerage is conferred under the Life Peerages Act 1958 after the day on which this Act is passed shall receive either--
    (a)  a writ of summons to attend the House of Lords and to sit and vote in that House, or
    (b)  a writ of summons to attend the House of Lords and only to sit and speak in that House,
and a person in receipt of a writ described in paragraph (a) is in this section referred to as a "voting member", and a person in receipt of a writ described in paragraph (b) is described as a "non-voting member".
 
    (2)  Any voting member may at the beginning of each Parliament apply for a writ as a non-voting member; and any person who becomes a non-voting member by virtue of this subsection is no longer entitled to a writ as a voting member.
 
    (3)  Any writ issued to a person as a voting member shall not have effect after the end of the Session of Parliament in which he attains the age of 75 years; and accordingly from that day he shall instead receive a writ as a non-voting member.")

    (2)  The holder of a peerage who exercises the right of disclaimer conferred by subsection (1) above shall not be disqualified by virtue of that peerage for voting at elections to the House of Commons or for being elected as a member of that House.")

     ("  .--(1)  From the start of the session of Parliament following the session in which this Act is passed a system of weighted voting shall be introduced into the House of Lords to ensure that the total number of votes eligible to be cast by members of that House belonging to the party or parties forming the Government in proportion to the total number of votes eligible to be cast by all other members of the House reflects the number of seats held by the party or parties of Government in the House of Commons in proportion to the number of seats held by other parties in that House.
 
    (2)  Standing Orders of the House shall be made to give effect to this section, and may provide that any vote cast by a member belonging to the party or parties forming the Government shall have a greater value than any vote cast by another member.")
