     ("  .--(1)  The Assembly may vote by a two-thirds majority to remove the Mayor from office.
 
    (2)  Not later than 56 days following a vote by a two-thirds majority pursuant to subsection (1) above an election shall be held for the office of Mayor and all Assembly members as if such election were an ordinary election and the Mayor and Assembly members so elected shall hold office until the first Thursday in May in the fourth calendar year following that in which the ordinary election preceding such election was held.")

     Insert the following new Clause-- 
     ("  .--(1)  There shall be a Further Education Strategy Group for London.
 
    (2)  The Further Education Strategy Group for London shall have--
    (a)  the function of providing advice to the Mayor on the contents and implementation of the further education strategy; and
    (b)  such other functions as may be conferred or imposed on, or made exercisable by them by or under any other enactment, whenever passed or made.
    (3)  The Further Education Strategy Group for London shall formulate and submit to the Mayor and Assembly a draft strategy containing proposed policies with respect to further education in Greater London.
 
    (4)  As soon as reasonably practicable after the draft strategy has been submitted, the Mayor and Assembly shall prepare and publish a document to be known as the "further education strategy".
 
    (5)  The Further Education Strategy Group for London shall keep the further education strategy under review and may submit proposed revisions of it to the Mayor.")

Clause 36

     Leave out Clause 36 and insert the following new Clause-- 
     ("  .--(1)  In relation to each strategy mentioned in section 33(1) above, where the Mayor has not published or adequately revised the strategy the Assembly may take steps provided by this section.
 
    (2)  The Assembly may take such steps to prepare or revise the strategy as it may determine and the provisions of sections 33 to 35 shall apply as if references to the Mayor were references to the Assembly and the reference to the Assembly in section 34 were omitted.
 
    (3)  If the Secretary of State considers that the Assembly is not taking such steps as are necessary to prepare the strategy, he may issue a direction to the Mayor under subsection (4) below.
 
    (4)  A direction under this subsection may direct the Mayor to prepare and publish the strategy within such period as the direction shall specify.
 
    (5)  Where the Secretary of State issues a direction to the Mayor under subsection (3) above, the Mayor shall comply with the direction.")

     Leave out Clause 39 and insert the following new Clause-- 
     ("  .--(1)  In addition to the requirements of section 37, the Mayor shall once a year convene and attend a meeting of the Assembly to be known as the "Greater London debate".
 
    (2)  The sole item on the Agenda of such meeting shall be to debate the annual report of the Mayor prepared pursuant to section 38.
 
    (3)  The Greater London debate shall be held on a date determined by the Mayor on not less than three months' notice during April, May or June, excluding the date of and three weeks preceding a General Election, elections (other than by-elections) to the Authority, elections to the European Parliament or to London borough councils.
 
    (4)  The first Greater London debate shall be held in April, May or June 2001.
 
    (5)  Where the Mayor has determined that the debate shall be held in the month of June and a General Election or an election to the European Parliament would entail a breach of subsection (3) above, the Mayor shall give not less than one month's notice of a revised date which shall not be later than two weeks after the date of the election.
 
    (6)  As soon as practical following the Greater London debate, the Mayor and the Assembly shall hold a meeting to which two members of each London borough and the Common Council shall be invited to attend and participate in, the sole purpose of which meeting shall be to discuss the Mayor's annual report and the proceedings at the Greater London debate.")
