      .--(1)  The Registration of Political Parties Act 1998 shall be amended as follows--

    (2)  After section 3, there shall be inserted--

Registration for purposes of ordinary election to Greater London Authority.     3A.--(1)  In any year when an ordinary election to the Greater London Assembly is due, the Registrar shall use his best endeavours to complete, no later than seventy days prior to the date of such election, any valid application for registration of a political party received by him prior to 31st January in that year, if the application indicates that the party intends to participate in such ordinary election.

    (2)  If such registration is not completed in time for a party to submit a list to the Greater London Returning Officer within the time specified in paragraph 5(2) of Schedule 2 to the Greater London Authority Act 1999, that party shall not be eligible to participate in the election as a party nor its candidates to participate as London candidates for that party.

    (3)  A failure by the Registrar to register a party in time for it to participate in an ordinary election shall not affect or prejudice the result of the election and no action shall be brought against the Registrar or the Returning Officer in respect of such failure."")--

    ("  .--(1)  At the end of the eleventh year after the first Assembly is elected the Mayor shall arrange for a referendum to be held to take place at any time within the ensuing six months.

    (2)  The persons entitled to vote in such referendum shall be the persons entitled to vote in any local election in Greater London at that date.

    (3)  The questions to be asked at such referendum shall be--
(a)  Are you satisfied with the present structure of the Greater London Authority consisting of a Mayor and an elected Assembly of twenty five members, none of whom represent an actual single borough?        YES/NO

(b)  Would you prefer the Assembly to consist of thirty three members, each one representing a single one of the thirty two London boroughs together with the Common Council of the City of London?            YES/NO
    (4)  The Mayor shall transmit the result of the referendum to the Secretary of State and to both Houses of Parliament.

    (5)  Each Parliament being sovereign and one Parliament being unable to bind a later one, the Secretary of State shall not be bound by the result of the referendum.

    (6)  The Secretary of State may by order authorise (but not require) the Mayor to include further questions in the referendum if so requested by the Mayor.") Referendum.

    ("  .--(1)  The Authority shall provide facilities to enable proceedings of the Assembly and its committees or extracts therefrom, to be broadcast both live and as recorded on radio and television, and at the Authority's discretion, over the internet.

    (2)  The Authority may provide such facilities free of charge, or may make a reasonable charge approximately equal to the cost to it of it providing such facilities.

    (3)  The Authority shall provide without charge adequate facilities to enable representatives of all bodies having functions under this Act and the London boroughs and the Common Council and accredited representatives of the media and a reasonable number of members of the public to attend--
(a)  any meetings of the Assembly, and

(b)  any meetings of its committees at which the public is entitled to be present.")
Broadcasting of and access to proceedings.

     Insert the following new Clause--

    ("  .--(1)  The Mayor or the Deputy Mayor or the Assembly may receive petitions bearing such minimum numbers of signatures of electors registered in Greater London as the assembly may from time to time determine.

    (2)  Any petition so received shall be the subject of a report from the Mayor to the Assembly including specific comments on such matters contained in it as the Assembly may request.") Petitions.
