47     Insert the following new Clause-- 
     ("  .--(1)  A member of the Scottish Parliament, National Assembly for Wales or Northern Ireland Assembly is disqualified for sitting and voting in the House of Lords.
 
    (2)  Where an individual is disqualified under this section, the disqualification ceases on the day he ceases to be a member of the Scottish Parliament, National Assembly for Wales or Northern Ireland Assembly.
 
    (3)  No writ of summons shall be issued to a person who is for the time being disqualified under this section.")

48     Insert the following new Clause-- 
     ("  .--(1)  A person who is the Presiding Officer of the Scottish Parliament or the Northern Ireland Assembly or the presiding officer of the National Assembly for Wales is disqualified for sitting and voting in the House of Lords.
 
    (2)  Where an individual is disqualified under this section, the disqualification ceases on the day he ceases to be the Presiding Officer of the Scottish Parliament or the Northern Ireland Assembly or the presiding officer of the National Assembly for Wales.
 
    (3)  No writ of summons shall be issued to a person who is for the time being disqualified under this section.")

49     Insert the following new Clause-- 
     ("  .  Any person who is the holder of an hereditary peerage and who would but for this Act be entitled to receive a writ of summons to attend the House of Lords and to sit and vote in that House shall be entitled to continue to exercise the same rights of access to, and use of, the House of Lords and any premises occupied by that House to which he would have been entitled but for the passing of this Act.")Retention of ancillary rights.

     ("  .  From the day on which this Act comes into force the members of the second chamber of Parliament shall be known as "members of the Selected Chamber".")Members of the second chamber.

     ("  .  Nothing in this Act affects the power of the House of Lords to entertain a petition from a claimant to an hereditary peerage to succeed to that peerage or the provision made by that House for such a petition to be referred to the Committee for Privileges.")Peerage claims.

     ("  .--(1)  There shall be an independent House of Lords review committee which shall review on an annual basis the work of the House of Lords in the light of the passage of this Act in each Session after the Session in which this Act is passed.
 
    (2)  Each report of the Review Committee shall be laid before both Houses of Parliament.
 
    (3)  The Committee shall comprise fifteen members of the Privy Council to be selected in accordance with regulations made by the Secretary of State.
 
    (4)  The Secretary of State shall make regulations relating to the procedure of the committee and its meetings, its support and administrative staff and other supplementary matters.")

58     Insert the following new Clause-- 
     ("  .--(1)  From the start of the session of Parliament following the session in which this Act is passed a system of weighted voting shall be introduced into the House of Lords to ensure that the total number of votes eligible to be cast by members of that House belonging to the party or parties forming the Government shall be greater than the total number of votes eligible to be cast by members of that House belonging to the official opposition party.
 
    (2)  Standing Orders of the House shall be made to give effect to this section, and may provide that any vote cast by a member belonging to the party or parties forming the Government shall have a greater value than any vote cast by another member.")

     ("  .  Any person who was the holder of a hereditary peerage and who was entitled to a writ of summons to attend the House of Lords on the day before this Act came into force shall continue to be entitled to sit, but not to vote, in any proceedings of that House or of a committee of that House, subject to section (Constitutional bills: voting rights of hereditary peers).")Hereditary peers: sitting rights.

58D     Insert the following new Clause-- 
 
    ("  .--(1)  Notwithstanding subsection (2) of section 2, at any one time no more than 90 peers by succession shall be excepted from section 1 by this section in accordance with Standing Orders of the House, and they shall be entitled to sit but not to vote in the House or in any Committee of the House.
 
     (2)  Standing Orders shall provide that the 90 hereditary peers so excepted shall consist of the following categories--
    (a)  no more than 2 peers elected by the Labour hereditary peers;
    (b)  no more than 42 peers elected by the Conservative hereditary peers;
    (c)  no more than 3 peers elected by the Liberal Democrat hereditary peers;
    (d)  no more than 28 peers elected by the Cross-bench hereditary peers; and
    (e)  no more than 15 peers elected by the whole House.
    (3)  A person may be excepted from section 1 by or in accordance with Standing Orders made in anticipation of the enactment or commencement of this section.
 
    (4)  Any question whether a person is excepted from section 1 shall be decided by the Clerk of the Parliaments, whose certificate shall be conclusive.")

62     Insert the following new Clause-- 
     ("  .--(1)  There shall be a Commission on the Voting System in the House of Lords.
 
    (2)  The Commission shall make recommendations on a system of weighted voting to be introduced into the House to ensure that the total number of votes eligible to be cast by members of that House belonging to the party or parties forming the Government shall be greater than the total number of votes eligible to be cast by members of that House belonging to the official opposition party.
 
    (3)  The Commission shall report its recommendations before the end of the Session of Parliament in which this Act is passed.
 
    (4)  Standing Orders of the House shall be made to give effect to the Commission's recommendations, and may provide that any vote cast by a member belonging to the party or parties forming the Government shall have a greater value than any vote cast by another member.")
