(""engineering plant" means a vehicle permanently mounted with plant or machinery and which carries no load other than loose tools, accumulators, fuel and material to be used in connection with the plant.")

     Page 5, line 27, at end insert--

    ("(3)  Regulations made by virtue of sub-paragraph (1) may not authorise a vehicle to be detained if it is engineering plant unless it appears that the vehicle is being used as a goods vehicle to transport goods from one location to another.")
