Line 34, after subsection (4) insert-- ("(4A) The regulations made under this section and section 2 of this Act shall make provision for appeals to lie to a tribunal independent of the Secretary of State from decisions, authorisations, prohibitions, variations and enforcement actions of the Secretary of State or any agency acting on his behalf.") | |||
