Yugoslavia: Land Rovers for UNHCR

Baroness Goudie asked Her Majesty's Government:

The Parliamentary Under-Secretary of State, Foreign and Commonwealth Office (Baroness Symons of Vernham Dean): Her Majesty's Government has granted a licence for the export to the Federal Republic of Yugoslavia (FRY) of two armoured vehicles based on the Land Rover Defender 110 for use by UNHCR personnel. Given the key humanitarian role played by the UNHCR in the FRY, and the obvious need for the UNHCR to be able to protect staff serving with its office in Belgrade, including against landmines, we were glad to be able to approve this licence. The UN Sanctions Committee appointed under UNSCR 1160 has raised no objection to it.

Bosnia: Protective Clothing for EU Monitoring Mission

Baroness Goudie asked Her Majesty's Government:

Baroness Symons of Vernham Dean: The Government have granted a licence for the export to Bosnia of a ballistic undervest for use by the Paymaster General at the European Community Monitoring Mission (ECMM) in Sarajevo. We were glad to approve this export licence in view of the obvious need for the ECMM to be able to protect its staff involved in international peace-keeping activities in the former Yugoslavia.

Afghanistan: Arms Embargo

Baroness Pitkeathley asked Her Majesty's Government:

    Whether the United Kingdom will continue to impose an arms embargo on Afghanistan in line with the European Union's common position of 17 December 1996.[HL830]

Baroness Symons of Vernham Dean: Her Majesty's Government remain committed to the EU arms embargo against Afghanistan, which the UK interprets as covering all goods and technology entered on Part III to Schedule 1 to the Export of Goods Order 1994, as amended.

Following consultations with this department and the Ministry of Defence, the Department of Trade and Industry recently issued a licence for the export of mine clearance equipment for use by the Halo Trust to aid their demining activities in Afghanistan. The grant of this licence is for humanitarian purposes, and falls outside the scope of the embargo.
