The Chairman of Committees (Lord Boston of Faversham) in the Chair.

  The Orders of Reference are read.

  It is moved, that for the purpose of hearing the references made to the Committee, the Committee should sit with three Lords of Appeal. The same is agreed to.

  It is moved, that the House be asked to approve a motion that, for the purpose of hearing the references, the senior Lord of Appeal present be appointed Chairman of the Committee for Privileges; and that the Committee have leave to hear parties interested, by themselves, their counsel, agents, and witnesses so far as the Committee think fit. The same is agreed to.

  Ordered, That the Committee be adjourned to Thursday, the 14th October next, at a quarter-past Ten o'clock.



On Thursday the 14th October and Monday the 18th October the Committee consider the reference of the Lord Mayhew of Twysden (see HL Paper 106-I)

    Mr Keen is further heard.
    The Advocate General for Scotland is heard.
    Mr Hodge is heard.
    Mr Keen is heard in reply.
    Further and fully heard.
    Bar cleared; and the Committee deliberate.
    It is moved, that the Lords of Appeal give their opinions on the reference. The same is agreed to.
    The Lords of Appeal are heard to say that it is their opinion that reference should be answered in the negative.
    The other members of the Committee concur in the opinions of the Lord of Appeal.
    A draft Report is laid before the Committee by the Lord in the Chair.
    The Report is considered, amended and agreed to, nemine dissentiente.
    Ordered,
    That the Lord in the Chair do make the Report to the House.
    Counsel and Parties are again called in.
    The Lord in the Chair is heard say that he will report to the House that the Question referred to the Committee be answered in the negative; and that reasons for this decision will be given later.
    Bar cleared; and the Committee deliberate.
    Ordered, That the proceedings of the Committee and the Minutes of Evidence be laid before the House.
