Lord Carter: My Lords, I should tell the noble Lord that my noble friend Lord McIntosh and myself studied the Motion extremely carefully. We expected the speech of the noble Lord and thought it appropriate to attend in fancy dress.

Lord Strathclyde: My Lords, on behalf of this side of the House, it is a very real pleasure to see the noble Lord the Chief Whip and the Deputy Chief Whip so dressed.

I shall be brief. The Leader of the House said that she would deal with the amendment head on. I wonder whether I was the only one who waited for that moment to come. We heard more questions than answers; we heard a diatribe at the end about the Conservative Party. It is precisely because of the tone of that speech that I tabled the amendment. It is precisely because of that speech that I urge the House to approve it.

Baroness Cox: My Lords, the original Question was that an humble Address be presented to Her Majesty, since when an amendment has been moved, at the end to insert the words on the Order Paper. The Question is that this amendment be agreed to. As many as are of that opinion will say "Content"; the contrary "Not Content". Clear the Bar.
