Select Committee on European Union First Report

By the Select Committee appointed to consider European Union documents and other matters relating to the European Union.



1. In June 1999, the European Communities Committee reported on Electricity from Renewables[1] following an inquiry by Sub-Committee B. This report brings together various subsequent documents.

2. In the usual way, the Government responded to the report. A copy of that response, dated October 1999, is in Annex 1.

3. The debate on the Report was held on 5 November 1999[2]. Shortly after making his contribution to that debate, Lord Montague of Oxford[3] collapsed and subsequently died. In those unfortunate circumstances, the House was adjourned. This meant that some Peers were unable to speak. In particular, there was no opportunity for the Minister, Lord Sainsbury of Turville, to reply for the Government.

4. Accordingly, the Minister collected the views of those Peers who did not make their planned contributions to the debate. He then made his reply in a letter of 30 November 1999 to Lord Geddes (who, as the then chairman of Sub-Committee B, had introduced the debate on 5 November). That letter, together with the supporting material, is in Annex 2.

5. During the debate on 5 November, it was learned that evidence from the Campaign for the Protection of Rural Wales (CPRW) had unfortunately gone astray on its way to the inquiry in March 1999. That material is reproduced in Annex 3.
