    5. Sale of Solid Fuel Byelaws (Exemption from Repeal) (Scotland) Order 1999, laid under the Local Government etc. (Scotland) Act 1994;      (3283)

    6. Wireless Telegraphy (Licence Charges) (Amendment) Regulations 1999, laid under the Wireless Telegraphy Act 1998;      (3243)

    7. South Birmingham Mental Health National Health Service Trust (Transfers of Trust Property) Order 1999, laid under the National Health Service Act 1977.      (3276)

2. Paper not subject to parliamentary proceedings—The following paper was laid before the House and ordered to lie on the Table:

    Report for 1998-99 of the Firearms Consultative Committee, laid under the Firearms (Amendment) Act 1988.

Public Business

3. House of Lords’ Offices—It was moved by the Chairman of Committees that the First Report from the Select Committee be agreed to; then it was moved by the Lord Williams of Elvel, as an amendment thereto, at end to insert “except for paragraph 2(b)”; after debate, the amendment was disagreed to (see division list); then the original motion was agreed to.

4. Nuclear Safeguards Bill [HL]—It was moved by the Lord McIntosh of Haringey that the Order of Commitment of 30th November be discharged and that the bill be committed to a Grand Committee; the motion was agreed to.

5. Limited Liability Partnerships Bill [HL]—It was moved by the Lord McIntosh of Haringey that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

6. Dental Auxiliaries (Amendment) Regulations 1999—It was moved by the Lord Burlison, on behalf of the Lord Hunt of Kings Heath, that the draft Regulations laid before the House on 2nd November be approved; the motion was agreed to.

7. Maternity and Parental Leave etc. Regulations 1999—It was moved by the Lord Sainsbury of Turville that the draft Regulations laid before the House on 22nd November be approved; the motion was agreed to.

8. Pesticides (Maximum Residue Levels in Crops, Food and Feeding Stuffs) (England and Wales) Regulations 2000—It was moved by the Baroness Hayman that the draft Regulations laid before the House on 17th November be approved; after debate, the motion was agreed to.

9. Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) (No. 2) Order 1999—It was moved by the Baroness Ramsay of Cartvale that the draft Order laid before the House on 24th November be approved; the motion was agreed to.

10. Producer Responsibility Obligations (Packaging Waste) (Amendment) (No. 2) Regulations 1999—It was moved by the Baroness Farrington of Ribbleton, on behalf of the Lord Whitty, that the draft Regulations laid before the House on 25th November be approved; after debate, the motion was agreed to.

11. Non-Domestic Rating (Chargeable Amounts) (England) Regulations 1999—It was moved by the Baroness Farrington of Ribbleton, on behalf of the Lord Whitty, that the draft Regulations laid before the House on 25th November be approved; the motion was agreed to.

12. Financial Statement and Budget Report—It was moved by the Lord McIntosh of Haringey that this House takes note with approval of the Government’s assessment as set out in the Financial Statement and Budget Report 1999-2000, the Economic and Fiscal Strategy Report 1999-2000, and the Pre-Budget Report 1999 for the purposes of section 5 of the European Communities (Amendment) Act 1993; after debate, the motion was agreed to.

The House was adjourned at twenty-three minutes past eight o’clock

to Monday next, half-past two o’clock.
