6.Kent County Council Bill [HL]—The Commons amendments were considered and agreed to.
7.Medway Council Bill [HL]—The Commons amendments were considered; certain Commons amendments were agreed to; a motion that the House do disagree with a Commons amendment was agreed to; a Committee was appointed to propose a reason for such disagreement.

The Committee reported that they had proposed the following reason:

“Because it is desirable that, so far as possible, the provisions of the Medway Council Bill remain in keeping with the corresponding provisions of the Kent County Council Bill.”

The report was agreed to; the remaining Commons amendments were agreed to; and the bill was returned to the Commons with a reason.

Public Business

8.Chairman of Committees—It was moved by the Baroness Jay of Paddington ( Lord Privy Seal) that the Lord Tordoff be appointed to take the Chair in all Committees of this House for the remainder of this Session; the motion was agreed to nemine dissentiente.
9.Principal Deputy Chairman of Committees—It was moved by the Baroness Jay of Paddington (Lord Privy Seal) that the Lord Brabazon of Tara be appointed Principal Deputy Chairman of Committees for the remainder of this Session; the motion was agreed to nemine dissentiente.

10.House of Lords’ Offices—It was moved by the Chairman of Committees that the 2nd Report from the Select Committee (HL Paper 54) be agreed to; then it was moved by the Lord Trefgarne, as an amendment thereto, at end to insert “and that this House, while in no way wishing to replicate the scale or the degree of comfort that the House of Commons has seen proper to provide for its Members, considers that the conditions for its own Members are in need of drastic improvement and believes that it should set itself the same target as the House of Commons set for itself in 1987, namely of providing an office for every Member who wants one, and accordingly:
(i)requests the House authorities to ascertain as soon as possible how many Members wish to have (a) an office to themselves, (b) shared office space and (c) office space for a secretary/researcher; and
(ii)asks the Leader of the House to open discussions with the Leader of the House of Commons with a view to a division of the Palace of Westminster on all floors on a line running through the Central Lobby on the axis of St. Stephen’s Hall.”;

after debate, the amendment was (by leave of the House) withdrawn; then the original motion was agreed to.

11.National Air Traffic Services—It was moved by the Lord Macdonald of Tradeston that this House takes note of the progress in addressing concerns and explaining and implementing the Public Private Partnership in relation to National Air Traffic Services, as established by the Transport Act 2000; after debate, the motion was agreed to.
12.Election Publications Bill [HL]—The order of commitment was discharged; then, Standing Order 46 having been dispensed with, the bill was read a third time and passed and sent to the Commons.
13.Complementary and Alternative Medicine (S&T Report)—It was moved by the Lord Walton of Detchant that this House takes note of the Report of the Science and Technology Committee on Complementary and Alternative Medicine (6th Report, Session 1999–2000, HL Paper 123); after debate, the motion was agreed to.
14.Financial Services and Markets Act 2000 (Financial Promotion) Order 2001—It was moved by the Lord McIntosh of Haringey that the draft Order laid before the House on 16th March be approved; after debate, the motion was agreed to.
