The House met at half-past two o’clock.

    PRAYERS were read by the Lord Bishop of Oxford.

Judicial Business

1.  Appeal Committee—The 42nd Report from the Appeal Committee was agreed to and the following Orders were made—

    Regina v. Benjafield (Petitioner)—That the respondents be invited to lodge objections by 5th April.

    In re F (a minor)—That leave to appeal be refused; that the respondents be at liberty to apply for their costs in accordance with direction 5.1(d) and, if the application is granted, that the amount thereof be certified by the Clerk of the Parliaments if not agreed between the parties.

2.  Krasner (the trustee in bankruptcy of John William Alexander Dennison) (Respondent) v. Dennison (AP) (Appellant) and others—It was ordered that the petition be withdrawn and that there be no order as to costs save that the costs of the appellant be taxed in accordance with the Legal Aid Act 1988.

Select Committee Reports

7.  Statutory Instruments—The 13th Report from the Joint Committee was made on certain statutory instruments; it was ordered that the Report be printed. (HL Paper 62)

8.  European Union—The following Reports from the Select Committee were made and ordered to be printed, together with the Minutes of Evidence:

    The European Court of Auditors: the case for reform; (12th Report-HL Paper 63)

    A Community Immigration Policy. (13th Report-HL Paper 64)

Private Business

9.  Medway Council Bill [HL]—The bill was returned from the Commons with the amendment to which the Lords have disagreed not insisted on.

Public Business

10.  Northern Ireland Arms Decommissioning Act 1997 (Amnesty Period) Order 2001—It was moved by the Lord Falconer of Thoroton that the draft Order laid before the House on 27th March be approved; after debate, the motion was agreed to.

11.  Armed Forces Bill—A bill to continue the Army Act 1955, the Air Force Act 1955 and the Naval Discipline Act 1957; to make further provision in relation to the armed forces and the Ministry of Defence Police; and for connected purposes was brought from the Commons, read a first time and ordered to be printed. (HL Bill 43)

12.  Armed Forces Bill—It was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 43-EN)

13.  Criminal Defence Service (Advice and Assistance) Bill [HL]—The bill was returned from the Commons agreed to.

14.  Children’s Commissioner for Wales Bill—The House resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed and the bill was reported without amendment.

15.  National Institute for Clinical Excellence—The Baroness Cumberlege asked Her Majesty’s Government whether the progress being made by the National Institute for Clinical Excellence in their appraisal of Beta interferons and glatiramer acetates is satisfactory; after debate, the question was answered by the Lord Hunt of King’s Heath.
