Business of the HouseIt was moved by the Baroness Jay of Paddington that Standing Order 46 (No two stages of a bill to be taken on one day) be dispensed with today to enable the First and Second Readings of the Elections Bill to be taken and on Monday 9th April to enable the remaining stages of the Bill to be taken; the motion was agreed to.
7. Select CommitteesIt was moved by the Chairman of Committees that the Lord Brabazon of Tara, Principal Deputy Chairman of Committees, be appointed Chairman of the European Union Committee in the place of the Lord Tordoff and a member of the House of Lords Offices Committee and the Procedure of the House Committee; the motion was agreed to.

Elections BillA bill to postpone local elections in England and Wales and Northern Ireland, to require polls for different elections in Northern Ireland to be taken together if they are to be taken on the same day, and to make consequential provision, having been brought from the Commons on 4th April and printed pursuant to Standing Order 50 (HL Bill 44), was read a first time; then, Standing Order 46 having been dispensed with, it was moved by the Lord Bassam of Brighton that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.
10. Elections BillIt was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 44-EN)
11. Election Publications Bill [HL]The bill was returned from the Commons agreed to.
12. RailtrackThe Lord Beaumont of Whitley asked Her Majestys Government what plans they have, in the light of recent events and of public opinion, to nationalise Railtrack; after debate, the question was answered by the Lord Macdonald of Tradeston.
