Clause 1

"(   )  The Secretary of State shall publish an annual report on the performance of the development assistance programme against stated poverty reduction targets, and shall lay a copy of the report before both Houses of Parliament."
 

Clause 3

Page 2, line 11, at end insert—
"(2)  The Secretary of State shall make arrangements to ensure that humanitarian assistance provided under subsection (1), which is provided via other agencies or bodies, shall comply with the same standards as to effectiveness and probity as apply to assistance disbursed directly."
 

Clause 4

Insert the following new clause—
  "Government departments: relations with developing countries
(1)  The Secretary of State shall make arrangements to promote a focus on reduction in poverty throughout all government departments and agencies in their relations with developing countries.
(2)  The Secretary of State for International Development shall, jointly with ministers responsible for the Foreign and Commonwealth Office and the Department of Trade and Industry, prepare and lay before both Houses of Parliament an annual report on the work done in pursuance of the arrangements made under subsection (1)."

"(   )  The value of loans made available to a country by way of financial assistance shall not, in each year, amount to more than 10 per cent. of development assistance to that country."
 

Clause 7

"(5)  Assistance may not be provided to any person or body that is assisting, promoting or practising coercive population policies."

"(   )  A report of all details for assistance either for approval, or otherwise, as provided under this Act by the Treasury shall be laid before Parliament."
 

Clause 8

"(3)  The Secretary of State shall ensure that, in each year, not less than 15 per cent. of development assistance is distributed through charities and other non-governmental organisations specialising in development."
 

After Clause 8

 

THE BARONESS RAWLINGS

Insert the following new clause—
  "Report on proposal for development assistance
(1)  The Secretary of State may not provide development assistance through a sector-wide programme, unless he has first prepared a report on the proposal containing—
(a)  targets for the outputs of that aid, and
(b)  details of the arrangements agreed with the developing country or countries concerned for the monitoring of those outputs, and is satisfied that the countries concerned have demonstrated a record of transparency in the use of aid from the United Kingdom Government.
(2)  The report prepared under subsection (1) shall be laid before both Houses of Parliament before any disbursements under the programme are made."
Insert the following new clause—
  "Website to assist non-governmental donors
  The Secretary of State shall establish and maintain a website for the purpose of helping to coordinate, and otherwise facilitating, the international development activities of charities and private donors."
 

Clause 20

 

THE BARONESS RAWLINGS

Page 9, line 10, at end insert—
"(   )  The Secretary of State may not appoint a date under subsection (2) until Parliament has enacted legislation to give effect to the Convention on Combating the Bribery of Foreign Public Officials in International Business Transactions."
