Clause 1

 

THE LORD JUDD

Page 1, line 7, leave out "a reduction in" and insert "the elimination of"
Page 1, line 7, at end insert ",   and
(b)  does not allow for any dilution of the development purpose to accommodate commercial, political or other purposes which are not directly and demonstrably relevant to such elimination"
Page 1, line 7, at end insert—
"(   )  In this Act "poverty" means material deprivation, but also means deprivation in wider human development terms, including the lack of employment, the inadequate protection of civil, political, economic, social and cultural rights and the absence of the necessary capabilities for functioning in society."
Page 1, line 15, after "regard" insert "both"
Page 1, line 16, at end insert "and to its compatibility with essential global environmental strategies"
 

Clause 3

 

THE LORD JUDD

Page 2, line 11, at end insert—
"(   )  Such assistance shall be provided to victims without discrimination on the grounds of race, ethnic group, religion, sex, age, nationality or political affiliation, and shall not be guided by, or subject to, wider political considerations."
 

After Clause 4

 

THE LORD JUDD

Insert the following new Clause—
 "International co-operation
(1)  The Secretary of State shall pursue the objectives of international development.
(2)  International development means the elimination of poverty and the achievement of human development, including peace, security and the promotion and protection of human rights for all people in the world.
(3)  To this end the Secretary of State shall ensure that policy is coherent across economic, social, political and military spheres.
(4)  The Secretary of State shall participate in and support relevant multilateral action including that by the United Nations, the Commonwealth, the European Union, the World Bank, the International Development Association, the International Finance Corporation, the Organisation for Economic Co-operation and Development and other appropriate bodies."

 The Lord Judd gives notice of his intention to oppose the Question that Clause 5 stand part of the Bill.

 The Lord Judd gives notice of his intention to oppose the Question that Clause 6 stand part of the Bill.
 

Clause 8

 

THE LORD JUDD

Page 3, line 31, at end insert—
"(   )  The Secretary of State shall preserve, respect and encourage the independence and impartiality of non-governmental organisations, and other humanitarian institutions, in the provision of humanitarian aid."
 

After Clause 8

 

THE LORD JUDD

Insert the following new Clause—
  "Level of assistance
  Development assistance shall be provided at a level calculated as at least 0.5 per cent. of GNP by the financial year 2002-03, and at least 0.7 per cent. of GNP by the financial year 2004-05."
 

Clause 9

Page 3, line 35, at end insert—
"(   )  contributing to the elimination of poverty,"
