| (a) | any assistance project shall identify the expected benefits to children; and |
| (b) | any such assistance shall require the recipient to report on the implementation of the assistance as it effects children. |
| (6) | No country which has not ratified the United Nations Convention on the Rights of the Child shall receive any assistance which effects children unless the circumstances justify it." |
