Page 2, line 10, at end insert—
"(   )  Before the making of an order providing for the commencement of subsection (1), the appropriate Minister shall set up a scheme to compensate local authorities for the additional costs incurred by them in consequence of the changes in eligibility to receive travel concessions under the provisions of this Act."
