| "Annual up-rating of the standard minimum guarantee |
(1) | Within one month of the start of each tax year the Secretary of State shall, by order, up-rate the standard minimum guarantee. |
(2) | The up-rating referred to in subsection (1) shall be by the same percentage as either |
(a) | the general rise in prices during the preceding tax year; or |
(b) | the general rise in earnings during the preceding tax year, |
(3) | The Secretary of State may, in up-rating the standard minimum guarantee, round any sum up or down to such extent as he thinks appropriate. |
(4) | Any order made under subsection (1) shall be laid before and subject to annulment in pursuance of a resolution of either House of Parliament. |
(5) | Subsection (1) shall not apply if, in any year, the calculation in subsection (2) would cause a reduction in the standard minimum guarantee." |

(1) | The Secretary of State may by regulations provide for the Pension Service to offer a benefit check to all people who have attained the qualifying age for state pension credit. |
(2) | In this Act "a benefit check" means information about possible entitlement to state pension credit to be provided by |
(b) | personal visit to the Pension Service; |
(d) | other ways as deemed appropriate." |

| "Service level indicators |
(1) | The Secretary of State shall lay an annual report before Parliament setting out the service level indicators by which, over the next twelve months, the performance of the pensions service in relation to the state pension credit scheme will be judged. |
(2) | Each annual report shall provide an analysis of, and commentary on, the performance of the pensions service in the prior year measured against that year's service level indicators." |
