Page 130, line 39, at end insert—
    "(   )   In section 6 (general functions of police authorities) of the 1996 Act after subsection (5) there shall be inserted—
        "(6)   A police authority for any police area shall have power to call for information or reports from Her Majesty's Inspectors of Constabulary, the Audit Commission or any relevant council for that authority.""
Page 131, line 5, at end insert—
    "(   )   In section 15 of the 1996 Act (civilian employees) for subsection (3) there shall be substituted—
        "(3)   Subsection 2 shall not apply to such persons employed by the authority for its own support as may be determined by that authority.""
Page 132, line 21, at end insert—
    "(   )   In Schedule 2 of the 1996 Act for paragraph 25(1) there shall be substituted—
        (1)   "A police authority may make to its chairman and other members such payments by way of reimbursement of expenses as the authority may determine.""
Page 132, line 21, at end insert—
    "(2)   In schedule 2A of the 1996 Act for paragraph 20(1) there shall be substituted—
        "(1)   The Metropolitan Police Authority may make to its chairman and other members such payments by way of reimbursement of expenses as the authority may determine.""

Page 76, leave out lines 4 to 17 and insert—
        "(7)(a)   Subject to sub-section (7)(b) below, the provision that a direction under this section may require to be included in an action plan to be submitted to the Secretary of State includes—
    (i)  provision for the taking of such steps, and for the imposition by the NCIS Service Authority of such performance targets as may be specified for the purposes of the plan by the Secretary of State;
    (ii)  provision for the time limits so specified to be applied to the taking of those steps and the meeting of those targets;
    (iii)  provision for the making of progress reports about the implementation of the action plan to the NCIS Service Authority at times and in a manner specified by that authority;
    (iv)  provision for the NCIS Service Authority to make regular reports on progress against the action plan to the Secretary of State; and
    (v)  provision for the duration of the plan and for it to cease to apply in the circumstances determined by the NCIS Service Authority, with the approval of the Secretary of State.
        (b)   Before including in any direction provisions relating to the matters set out in subsection (1)(a) or (b) of this section, the Secretary of State shall take into consideration the views of the NCIS Service Authority."
