| Insert the following new Clause |
( ) | The Police Pensions Act 1976 (c. 35) shall be repealed with effect from 31st March 2005. |
( ) | By 31st March 2003, the Secretary of State shall bring forward proposals for debate in both Houses of Parliament for the introduction, by 31st March 2005, of new pension arrangements for police officers, including arrangements to ensure the full and on-going costs of the new arrangements are met from a pension fund established from the Consolidated Fund." |

| "In section 46 of the 1996 Act (police grant), after sub section (3) there shall be inserted |
"(3A) | In doing so, the Secretary of State shall include his assessment of the total cost of pension payments to be made by each police authority to former police officers in the financial year in question, the proportion of police grant which is accounted for by such pension payments and the variations in these costs over each of the previous five years. |
(3B) | The Secretary of State shall also set out his assessment of the impact on operational policing functions and outcomes in the financial year in question of the total level of expenditure on police pension costs." |
