Letter from Lord Norton of Louth, Chairman of the Constitution Committee,
to the Lord Chancellor, the Rt Hon. the Lord Falconer of Thoroton

Thank you for agreeing to come and present evidence to the Constitution Committee on constitutional change. I am writing to confirm the arrangements made by our offices for you to give evidence on Wednesday, 15 October at 4.30 p.m. in one of the Committee Rooms in the House of Lords. I anticipate that the session will end by 6 p.m.

I would also be grateful if, prior to the meeting, you would prepare a memorandum for the Committee setting out:

  • how you envisage your role in the new constitutional arrangements (both as Lord Chancellor and as Minister for Constitutional Affairs); and
  • the Government's current view of the process of constitutional change, particularly in the light of the evidence submitted by the previous Lord Chancellor to our inquiry into the process of constitutional change (4th Report, 2001-02, HL Paper 69).

The Committee is also interested in constitutional change in relation to the connectedness of institutions, and whether such changes should be subject to special consideration greater than that given to the routine business of government.

I look forward to our meeting on 15 October.
