The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Lichfield.

1.  Lord Bishop of Newcastle—John Martin Lord Bishop of Newcastle was introduced between the Lord Bishop of London and the Lord Bishop of St. Albans; and took and subscribed the oath pursuant to statute.

Judicial Business

2.  Regina v. Parole Board and another (Respondents) ex parte Giles (FC) (Appellant)—The appeal was set down for hearing and referred to an Appellate Committee.

3.  Regina v. G and another (Appellants) (On Appeal from the Court of Appeal (Criminal Division))—The appeal was set down for hearing and referred to an Appellate Committee.

4.  Command Papers—The following papers were presented to the House by command of Her Majesty and ordered to lie on the Table:

    1.  Finance—Treasury Minutes on the 64th to the 68th Reports from the Committee of Public Accounts, Session 2001-02;    (5728)

    2.  Gas—Agreement between the United Kingdom and Belgium relating to the Transmission of Natural Gas through a Pipeline between the United Kingdom and Belgium;    (5738)

    4.  Social Security—Report by the Government Actuary on the drafts of the Social Security Benefits Up-rating Order 2003 and the Social Security (Contributions) (Re-rating and National Insurance Funds Payments) Order 2003.    (5746)

5.  Affirmative Instruments—The following instruments were laid before the House for approval by resolution and ordered to lie on the Table:

    1.  Draft Social Security (Contributions) (Amendment No. 2) Regulations 2003, laid under the Social Security Contributions and Benefits Act 1992, together with an Explanatory Memorandum;

    2.    (i)  Draft Social Security (Contributions) (Re-rating and National Insurance Funds Payments) Order 2003, together with an Explanatory Memorandum—

      (ii)  Draft Social Security Benefits Up-rating Order 2003, together with an Explanatory Memorandum—

      laid under the Social Security Administration Act 1992;

    3.  Draft Guaranteed Minimum Pensions Increase Order 2003, laid under the Pensions Schemes Act 1993, together with an Explanatory Memorandum;

    4.  Draft Code of Guidance on Sites of Special Scientific Interest: Encouraging positive partnerships, laid under the Wildlife and Countryside Act 1981, together with an Explanatory Memorandum.

6.  Negative Instruments—The following instrument was laid before the House and ordered to lie on the Table:

    Weights and Measures (Standards Amendment) Regulations 2003, laid under the Weights and Measures Act 1985.    (214)

7.  Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:

    1.  Report and Accounts for the period 11th December 2000 to 31st December 2001 of Tourism Ireland Limited, laid under the Northern Ireland Act 2000;

    2.  Report for 2002 of Exemptions Granted under section 294 of the Merchant Shipping Act 1995, laid under that Act;

    3.  Report for 2001-02 of Her Majesty’s Chief Inspector of Schools, laid under the Schools Inspections Act 1996;

    4.  Report for 2001-02 of the Crown Prosecution Service Inspectorate, laid under the Crown Prosecution Service Inspectorate Act 2000;

    5.  Report by the Comptroller and Auditor General for Northern Ireland on the Sheep Annual Premium Scheme, laid under the Northern Ireland Act 2000;

    6.    (i)  Defence Council Regulations Amending the Fifth Edition of the Queen’s Regulations for the Royal Air Force—

      (ii)  Amendment List 6 to the Fifth Edition of the Queen’s Regulations for the Royal Air Force—

      laid under the Air Force Constitution Act 1917.

Public Business

8.  Business of the House—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that the debates on the motions in the names of the Lord Hanningfield and the Lord Lamont of Lerwick set down for today shall each be limited to 2½ hours; the motion was agreed to.

9.  Local government (2½-hour debate)—It was moved by the Lord Hanningfield that there be laid before the House papers relating to the effects of Government policy on local government; after debate, the motion was (by leave of the House) withdrawn.

10.  University teachers: pay (2½-hour debate)—It was moved by the Lord Lamont of Lerwick that there be laid before the House papers relating to the levels of pay of university teachers; after debate, the motion was (by leave of the House) withdrawn.

11.  Attention deficit disorders—Lord Hodgson of Astley Abbotts asked Her Majesty’s Government what plans exist to reduce the impact of Attention Deficit Disorder, Attention Deficit and Hyperactivity Disorder, and Hypoglycaemia on social behaviour and academic performance; after debate, the question was answered by the Baroness Andrews.

CORRECTIONS

    In division no. 2 on Tuesday 4th February, B. Gould of Potternewton should have been recorded as voting Content instead of B. Goudie.
