1.  Leave of Absence—Leave of absence was granted to the Lord Chancellor for Tuesday 25th, Wednesday 26th and Thursday 27th February.

2.  Sunport Shipping Limited and others (Petitioners) v. Tryg-Baltica International (UK) Limited (formerly known as Colonia Baltica Insurance Limited) and others (Respondents)—The petition of Sunport Shipping Limited, Prometheus Maritime Corporation, Celestial Maritime Corporation and Surzur Overseas Limited praying for leave to appeal was presented and referred to an Appeal Committee.

3.  In re O and N (minors) (FC)—The first respondent’s certificate of public funding was lodged.

Select Committee Report

11.  Human Rights—The 5th Report from the Joint Committee, Continuance in force of sections 21 to 23 of the Anti-terrorism, Crime and Security Act 2001, was made and ordered to be printed. (HL Paper 59)

Private Business

12.  London Local Authorities Bill [HL]—The bill was reported from the Unopposed Bill Committee with amendments and a Special Report was made; it was ordered that the Special Report be printed. (HL Paper 58)

Public Business

13.  Licensing Bill [HL]—The report was received; amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to (see division lists 1 to 4); further consideration on report was adjourned.

14.  National Assembly for Wales (Representation of the People) Order 2003—It was moved by the Lord Evans of Temple Guiting that the draft Order laid before the House on 30th January be approved; after debate, the motion was agreed to.

15.  Police and Criminal Evidence Act 1984 (Codes of Practice) (Codes B to E) Order 2003—It was moved by the Lord Falconer of Thoroton that the draft Order laid before the House on 30th January be approved; after debate, the motion was agreed to.

The House was adjourned during pleasure.

The House was resumed.

16.  Licensing Bill [HL]—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; an amendment was agreed to; an amendment was disagreed to (see division list 5); the House was resumed after amendment 36.

The House was adjourned at four minutes past ten o’clock
