MINUTES OF PROCEEDINGS

Monday 15th May 2006

The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Salisbury.

Judicial Business

1.  Farag (Petitioner) v. Commissioner of Police of the Metropolis (Respondent)—The petition of Tarek Farag praying for leave to appeal was presented without payment of the fee, such fee having been waived by the Appeal Committee pursuant to Standing Order XIII; the said petition was referred to an Appeal Committee (lodged 5th May).

2.  Fornah (Appellant) v. Secretary of State for the Home Department (Respondent)—The petition of the United Nations High Commissioner for Refugees praying for leave to intervene in the said appeal was presented and referred to an Appeal Committee.

3.  Appeal Committee—The 100th Report from the Appeal Committee was agreed to and the following Order was made—

    In re G (children)—That leave to appeal be given; and that the petition of appeal be lodged by 29th May.

Papers

4.  Instrument withdrawn—The following instrument, laid before the House on 12th May, was withdrawn:

    Statute made by Churchill College, Cambridge on 17th March 2006, laid under the Universities of Oxford and Cambridge Act 1923.    (—)

5.  Command Paper—The following paper, having been presented to the House by command of Her Majesty, was ordered to lie on the Table:

    Finance—Public Expenditure Statistical Analyses 2006.    (6811)

6.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.  Sea Fishing (Restriction on Days at Sea) (Monitoring, Inspection and Surveillance) Order 2006, laid under the Fisheries Act 1981;    (1327)

    2.  Export Control Order 2006, laid under the Export Control Act 2002;    (1331)

    3.  Land Registration Fee Order 2006, laid under the Land Registration Act 2002.    (1332)

7.  Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:

    1.  Report and Accounts for 2004 of CITB-Construction Skills, laid under the Industrial Training Act 1982;

    2.  Accounts for 2004-05 of the Office of the Oversight Commissioner for Northern Ireland, together with the Report of the Comptroller and Auditor General, laid under the Police (Northern Ireland) Act 2000.

Public Business

8.  Electoral Administration Bill—The report was received; amendments were agreed to; amendments were disagreed to (see division lists 1 and 2); amendments were moved and (by leave of the House) withdrawn; further consideration on report was adjourned.

9.  Africa: road traffic accidents—The Lord Harrison asked Her Majesty’s Government whether in their follow up to the Commission for Africa’s report they will assess the human and economic cost of road traffic damage, injuries and deaths in developing countries; after debate, the question was answered by the Baroness Royall of Blaisdon.

10.  Electoral Administration Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; it was ordered that the bill be printed as amended. (HL Bill 107)

The House was adjourned at twenty-five minutes before ten o’clock till tomorrow, half-past two o’clock.

The Committee met at twenty-five minutes before four o’clock.

    Health Bill—The bill was further considered in the Grand Committee; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; the Committee was adjourned after amendment 61.
