MINUTES OF PROCEEDINGS

The House met at eleven o’clock.

PRAYERS were read by the Lord Bishop of Rochester.

Papers

1.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.  Asylum and Immigration Tribunal (Fast Track Procedure) (Amendment No. 2) Rules 2006, laid under the British Nationality Act 1981;    (2898)

    2.  Manufacture and Storage of Explosives Regulations (Northern Ireland) 2006, laid under the Health and Safety at Work (Northern Ireland) Order 1978.    (—)

2.  Paper not subject to parliamentary proceedings—The following paper was laid before the House and ordered to lie on the Table:

    Report and Accounts for 2005-06 of the General Osteopathic Council, laid under the Osteopaths Act 1993.

Public Business

3.  Programme for Research (EUC Report)—It was moved by the Lord Woolmer of Leeds that this House takes note of the Report of the European Union Committee on The Seventh Framework Programme for Research (33rd Report, HL Paper 182); after debate, the motion was agreed to.

4.  Social Landlords (Permissible Additional Purposes) (England) Order 2006—It was moved by the Lord Avebury that an Humble Address be presented to Her Majesty praying that the Order, laid before the House on 26th July, be annulled (S.I. 2006/1968); after debate, the motion was (by leave of the House) withdrawn.

5.  Local Probation Boards (Appointment and Miscellaneous Provisions) (Amendment) Regulations 2006—It was moved by the Baroness Anelay of St Johns that this House regrets the proposals set out in the Local Probation Boards (Appointment and Miscellaneous Provisions) (Amendment) Regulations 2006 (S.I. 2006/2664) and calls upon Her Majesty’s Government to withdraw the Statutory Instrument and to enable consideration of the proposals contained in it by each House of Parliament in the context of primary legislation on the Management of Offenders; after debate, the motion was (by leave of the House) withdrawn.

6.  National Health Service finance—The Lord Rea asked Her Majesty’s Government what proportion of National Health Service finances are currently spent on the private sector; and what is their estimate of the likely rise or fall of this proportion in the future; after debate, the question was answered by the Baroness Royall of Blaisdon.

The House was adjourned at nine minutes before four o’clock to Monday next, half-past two o’clock.
