After Clause 5

26Insert the following new Clause—
  "Commencement and duration
(1)  Section 1 shall come into force on such day as the Secretary of State may by order appoint.
(2)  No information may be disclosed under section 1 after the end of the prescribed period.
(3)  No record of information disclosed within the prescribed period shall be held after the end of the prescribed period.
(4)  In this section "the prescribed period" means the period beginning with the day on which section 1 comes into force and ending one month after the completion of the digital switchover help scheme in the United Kingdom."
27Insert the following new Clause—
  "Annual report
  The Secretary of State shall annually lay before Parliament a report on the progress of the disclosure of information in connection with any digital switchover help scheme."

  "Commencement
  This Act shall not come into force before the digital switchover scheme is published and laid before both Houses of Parliament."

  Sections 1 and 2 shall cease to have effect following completion of the digital switchover scheme."

30Insert the following new Schedule—
 

"THE SCHEDULE

 

INFORMATION TO BE DISCLOSED

 

Preliminary

 1      In this Schedule—
     "relevant person" has the same meaning as in section 1;
     "recipient" means a recipient of help under the help scheme.
 

Prescription of information

 2      Information disclosed under sections 1 and 2 of this Act is confined to the kinds of information in paragraph 3 of this Schedule.
 

Kinds of information

 3      A relevant person must not disclose information that is not—
(a)  information described in section 2;
(b)  personal information about a recipient including their—
(i)  name;
(ii)  date of birth;
(iii)  address; or
(iv)  national insurance number;
(c)  details of any person appointed to act on behalf of a recipient; or
(d)  the fact that a recipient has died, where that is the case."
