Prayers were read by the Lord Bishop of Manchester Page 166 2006-07 Volume 240 Back to top1 Lord Walker of Aldringham General Sir Michael John Dawson Walker, GCB, CMG, CBE, having been created Baron Walker of Aldringham, of Aldringham in the County of Suffolk, for life by Letters Patent dated 19 December 2006, was introduced between Lord Glenarthur and Lord Boyce, and took and subscribed the oath (see Appendix). Select Committee Reports 2 European Union Committee The following Reports from the Select Committee were made and ordered to be printed: Television Without Frontiers? (3rd Report, HL Paper 27) Evidence from the Minister for Europe on the outcome of the December European Council (4th Report, HL Paper 31) 3 Human Rights The following report from the Joint Committee was made and ordered to be printed: 2nd Report, on Legislative Scrutiny: First Progress Report. (HL Paper 34) 4 Merits of Statutory Instruments The following Report from the Select Committee was made and ordered to be printed: 8th Report, on the following affirmative instrument: Draft Local Authorities (Contracting Out of Anti-social Behaviour Order Functions) (England) Order 2007; and on the following negative instrument: Draft School Admissions Code. (HL Paper 35) Private Business 5 Bournemouth Borough Council Bill [HL] 6 Manchester City Council Bill [HL] The Chairman of Committees informed the House, in accordance with Private Business Standing Order 91 (Special circumstances), that he had received reports on the bills from Mr Ian McCartney MP, Minister for Trade, Investment and Foreign Affairs, stating that, in the Minister’s opinion, the promoters of both bills had undertaken a full assessment of the compatibility of their proposals with the European Convention on Human Rights. The Minister saw no need to dispute their conclusions, subject to the appropriate Committee in the Lords considering the justification for the restriction on the right of a person to supply or offer to supply services in the street; the restriction on the rights of a holder of a pedlar’s certificate; and the powers of seizure of articles from illicit street traders as being in the “general interest”. 7 Transport for London (Supplemental Toll Provisions) Bill [HL] The Chairman of Committees informed the House, in accordance with Private Business Standing Order 91 (Special circumstances), that he had received a report on the bill from Ms Gillian Merron MP, Parliamentary Under-Secretary of State, Department for Transport, stating that, in the Minister’s opinion, the promoters have undertaken a full assessment of the compatibility of their proposals with the European Convention on Human Rights and that she sees no need to dispute their conclusions subject to one point. Clause 20 of the bill refers to Part 5 of the London Local Authorities and Transport for London Bill, currently before the House, and the Minister notes that outstanding human rights issues on that bill need to be resolved in order for Clause 20 to be compatible with the Convention. Public Business 8 Supreme Court A question was asked by Lord Lloyd of Berwick and answered by Lord Falconer of Thoroton. Page 167 2006-07 Volume 240 Back to top9 Energy: clean coal technology A question was asked by Lord Ezra and answered by Lord Davies of Oldham. 10 Economy: outdoor recreation A question was asked by Lord Greaves and answered by Lord Davies of Oldham. 11 Sudan: Darfur A question was asked by Baroness Northover and answered by the Lord President (Baroness Amos). 12 Parliament (Joint Departments) Bill [HL] The Lord President (Baroness Amos) presented a bill to provide for joint departments of the Houses of Parliament; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 29) 13 Parliament (Joint Departments) Bill [HL] The Explanatory Notes on the bill were ordered to be printed. (HL Bill 29-EN) 14 Legal Services Bill [HL] The bill was further considered in committee. Amendments 52 to 108 were considered. The House resumed. 15 National Assembly for Wales (Representation of the People) Order 2007 Lord Evans of Temple Guiting moved that the draft Order laid before the House on 19 December 2006 be approved. After debate, the motion was agreed to. The House adjourned. The House resumed. 16 Legal Services Bill [HL] The bill was further considered in committee. Amendment 108ZB was considered. The House resumed after amendment 108ZB. The House adjourned at 9.49pm until Wednesday 24 January at 9.45am for judicial business, 3.00pm for public business. Grand Committee Business The Grand Committee met in the Moses Room at 3.30pm Further Education and Training Bill [HL] The bill was considered in the Grand Committee. Amendments 1 to 36 were considered. The Committee adjourned after clause 12 was agreed to. (7008) Negative Instruments The following instruments were laid before the House: 1 Assisted Areas Order 2007, laid under the Industrial Development Act 1982. (109) Judicial Business 1 R v Ley (Petitioner) The petition of Kerry Ley praying for leave to appeal in accordance with the Criminal Appeal Act 1968 was presented and referred to an Appeal Committee (lodged 5 January). 2 R (on the application of Al Rawi and others (FC) (Appellants) and others and others (Appellants)) v Secretary of State for the Foreign and Commonwealth Office and another (Respondents) The petition of the appellants praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 14 February (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed. 3 Phillips and another (suing as administrators of the estate of Christo Michailidis) (Appellants) v Symes and others (Respondents) The petition of the appellants praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 6 February (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed.
