(HL Paper 104) (See Appendix). 2 Human Rights The following reports from the Joint Committee were made and ordered to be printed: 13th Report, on Legislative Scrutiny, Sixth Progress Report (HL Paper 105) 14th Report, on Government Response to the Committee’s 8th Report of this Session: Counter-Terrorism Policy and Human Rights: Draft Prevention of Terrorism Act 2005 (Continuance in force of sections 1-9) Order 2007. (HL Paper 106) Public Business 3 Nuclear disarmament: Seven Nation Initiative A question was asked by Lord Hannay of Chiswick and answered by Lord Triesman. 4 National Health Service: hospitals A question was asked by Lord Crickhowell and answered by Lord Hunt of Kings Heath. 5 Energy: light bulbs A question was asked by Lord Teverson and answered by Lord Rooker. 6 Armed Forces: Gurkha pensions A question was asked by Lord Eden of Winton and answered by Baroness Crawley. 7 Human Tissue and Embryos Bill, Draft A message was received from the Commons that they have ordered that the Committee appointed by them to join with a Committee of this House on any draft Human Tissue and Embryos Bill do meet the Committee appointed by this House on Tuesday 15 May at 2.00pm. 8 Pensions Bill Lord McKenzie of Luton moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to a Committee of the Whole House. 9 Greater London Authority Bill The bill was reported from the Grand Committee with amendments. The bill, as amended, was ordered to be printed. (HL Bill 71) 10 Human Fertilisation and Embryology (Quality and Safety) Regulations 2007 Lord Hunt of Kings Heath moved that the draft Regulations laid before the House on 25 April be approved. After debate, the motion was agreed to. 11 Human Tissue (Quality and Safety for Human Application) Regulations 2007 Lord Hunt of Kings Heath moved that the draft Regulations laid before the House on 25 April be approved. The House adjourned at 10.03pm until Tuesday 15 May at 2.30pm. Grand Committee Business The Grand Committee met in the Moses Room at 3.30pm Greater London Authority Bill The bill was further considered in Grand Committee, beginning with amendment 105. Amendments were agreed to. It was ordered that the bill be reported with amendments. The Committee adjourned at 6.25pm. (1437) Paper not subject to parliamentary proceedings The following paper was laid before the House: Statement by the Secretary of State for Culture, Media and Sport on the appointment of Dawn Airey, Maggie Semple, Wendy Hall, Sir Kenneth Calman and Kate McLuskie to the Board of the British Library, laid under the British Library Act 1972. Judicial Business 1 Law Society (Original Respondents and Cross-appellants) v Sephton & Co (a firm) (Original Appellants and Cross-respondents) and another and others (Original Appellants and Cross-respondents) Further to the Order of the House of Wednesday 10 May 2006 (53rd Report Session 2005-06; [2006] UKHL 22) it was ordered that Sephton & Co (a firm) (Original Appellants and Cross-respondents) do pay or cause to be paid to the Law Society (Original Respondents and Cross-appellants) their costs of the appeal and cross-appeal to this House, the amount thereof to be certified by the Clerk of the Parliaments if not agreed between the parties, and that the costs in the courts below be paid in accordance with paragraph 6 of the Order of Her Majesty’s Court of Appeal of 13 December 2004 which is affirmed. 2 O’Brien and others (FC) (Appellants) v Independent Assessor (Respondent) Further to the Order of the House of Wednesday 14 March 2007 (18th Report Session 2006-07; [2007] UKHL 10) it was ordered that there be no order as to the costs of the appeal to this House save that the appellants’ costs be taxed in accordance with the Access to Justice Act 1999; and the costs in the courts below be paid in accordance with the Orders of Her Majesty’s Court of Appeal of 21 December 2004 and also of the Administrative Court of the Queen’s Bench Division of the High Court of Justice of 22 July 2003. 3 R (on the application of Hirst) (Petitioner) v Secretary of State for the Home Department (Respondent) The petition of John Hirst praying for leave to appeal notwithstanding that the time limited by Standing Order II has expired was presented without payment of the fee, such fee having been waived by the Appeal Committee pursuant to Standing Order XIII; the said petition was referred to an Appeal Committee. 4 Blanco (AP) (Original Appellant and Cross-respondent) v Scottish Ministers (Original Respondents and Cross-appellants) (Scotland) 5 Henderson (AP) (Original Appellant and Cross-respondent) v Scottish Ministers (Original Respondents and Cross-appellants) (Scotland) 6 Somerville (AP) (Original Appellant and Cross-respondent) v Scottish Ministers (Original Respondents and Cross-appellants) (Scotland) Page 495 2006-07 Volume 240 Back to top7 Ralston (AP) (Original Appellant and Cross-respondent) v Scottish Ministers (Original Respondents and Cross-appellants) (Scotland) (Consolidated Appeals) The petition of the Advocate General for Scotland praying for leave to intervene in the said appeal was presented and referred to an Appeal Committee. 8 Secretary of State for the Home Department (Appellant) v JJ and others (FC) (Respondents) The appeal was set down for hearing and referred to an Appellate Committee. 9 Common Services Agency (Appellants) v Scottish Information Commissioner (Respondent) (Scotland) The petition of the appellant praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 27 June (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed. 10 Secretary of State for the Home Department (Petitioner) v AH (Sudan) and others (FC) (Respondents) The public funding certificate of respondent NM was lodged. 11 Appeal Committee The following Order was made pursuant to the 30th Report: In re Maye (AP) (Northern Ireland) That leave to appeal be given; and that the petition of appeal be lodged by 28 May.
