Instrument coming into operation before being laid

The Lord Speaker informed the House that she had received, under the proviso to section 4(1) of the Statutory Instruments Act 1946, notification that the following instrument had come into operation before being laid before Parliament, together with an explanation:

Import and Export Restrictions (Foot-And-Mouth Disease) (No. 3) Regulations 2007, laid under the European Communities Act 1972.     (2712)

Judicial Business

1    BF (Mongolia) (FC) (Petitioner) v Asylum and Immigration Tribunal and another (Respondents) The petition of BF praying for leave to appeal was presented and referred to an Appeal Committee. The petitioner’s certificate of public funding was lodged (lodged 17 September).

2    Reid and another (Petitioners) v Groupama Insurance and others (Respondents) The petition of Thorald Reid and Lucille Reid praying for leave to appeal notwithstanding that the time limited by Standing Order II has expired was presented without payment of the fee, such fee having been waived by the Appeal Committee pursuant to Standing Order XIII; the said petition was referred to an Appeal Committee.
