Prayers were read by the Lord Bishop of Chelmsford Public Business 1 Royal Commission The Lords Commissioners being seated, the Lord President (Baroness Ashton of Upholland) in the middle with the Lord Speaker (Baroness Hayman) and Lord McNally on her right hand and Lord Strathclyde and Lord Williamson of Horton on her left and the Commons being present at the Bar with their Speaker, the Commission for Royal Assent and Prorogation dated this day was read. 2 Royal Assent The following Acts and Measure, passed by both Houses of Parliament, received Royal Assent: Serious Crime Act c. 27 Local Government and Public Involvement in Health Act c. 28 Legal Services Act c. 29 UK Borders Act c. 30 Dioceses, Pastoral and Mission Measure No. 1 3 The Queen’s Speech The Queen’s Speech was delivered by the Lord President (Baroness Ashton of Upholland). 4 Prorogation Parliament was prorogued to Tuesday 6 November. Command Papers The following papers were presented to the House by command of Her Majesty: 1 Transport—Report by the Department of Transport: Towards a Sustainable Transport System: Supporting Economic Growth in a Low Carbon World. (7226) 2 European Economic Area—Agreement on the Participation of Bulgaria and Romania in the European Economic Area, together with an Explanatory Memorandum. (7240) Negative Instruments The following instruments were laid before the House: 1 Education (Determination of Admission Arrangements) (Amendment No. 2) (England) Regulations 2007, laid under the School Standards and Framework Act 1998. (3009) 2 Fuel-testing Pilot Projects (Biobutanol Project) Regulations 2007, laid under the Hydrocarbon Oil Duties Act 1979. (3098) Papers not subject to parliamentary proceedings The following papers were laid before the House: 1 Minute from the Ministry of Defence concerning the making of a call-out Order to authorise the call-out of Members of the Reserve Forces, laid under the Reserve Forces Act 1996. 2 Report of Criminal Justice Northern Ireland concerning a pre-inspection of schemes in Belfast and in the North West with a view to accreditation under the Government’s Protocol for Community Based Restorative Justice, laid under the Justice (Northern Ireland) Act 2002. Judicial Business 1 Reinwood Limited (Respondents) v L Brown & Sons Limited (Appellants) (England) The appeal of L Brown & Sons Limited was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 11 December. 2 R (on the application of A) (FC) (Petitioner) v Secretary of State for the Home Department (Respondent) The petition of A praying for leave to appeal was presented and referred to an Appeal Committee. The petitioner’s certificate of public funding was lodged (lodged 28 September). 3 R (on the application of Horner) (Petitioner) v Lancashire County Council (Respondents) The petition of Mary Horner praying for leave to appeal notwithstanding that the time limited by Standing Order II has expired was presented and referred to an Appeal Committee. 4 In re Maye (AP) (Appellant) (Northern Ireland) The appeal was set down for hearing and referred to an Appellate Committee (lodged 10 October). 5 R (on the application of M) (Respondent) v Slough Borough Council (Respondents) and another (Appellant) The petition of the appellant praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to six weeks after the enactment of clause 17 of the UK Borders Bill (the agents for the respondent consenting thereto) was presented; and it was ordered as prayed. 6 Mbasogo (President of the State of Equatorial Guinea) and others (Appellants) v Logo Limited and others (Respondents) The petition of the respondents praying that the decision of the Appeal Page 885 2006-07 Volume 240 Back to topCommittee of 22 May in respect of security for costs be reconsidered was presented and referred to an Appeal Committee. 7 Appeal Committee The 89th Report from the Appeal Committee was agreed to and the following Order was made: Van Mellaert (Petitioner) v Oxford University and others (Respondents) That the petition be dismissed as inadmissible.
