Sub-Committee B considered this document and
your Explanatory Memorandum at its meeting on 27 March 2006.
We note in your Explanatory Memorandum the clear
misgivings the Government has over the proposal in its current
state, in particular the potential for an unnecessary additional
bureaucratic burden and for a conflict with the UK's existing
adherence to IMO guidelines. We will maintain the scrutiny reserve
on this proposal.
We were surprised that you expect the UK maritime
industry to be supportive of the proposal, as long as it does
not undermine the standing of the MAIB. Can you at this stage
give us any guidance on when a formal consultation process will
take place? We would of course be grateful to receive the results
of such consultation, as well as any news of the emerging timetable
for the Directive.
