Sub-Committee B considered this document, and
your Explanatory Memorandum, at its meeting on 19 June 2006.
We are satisfied that the Commission's proposal
fits broadly with the UK's own policy objectives on securing fairer
access to public procurement across the EU. However, as you note,
it is important that the approach taken on the introduction of
the standstill period be "proportionate to its objectives".
We would be grateful for any updates you can provide the Committee
on the course of negotiations in Council and the European Parliament.
We will hold this proposal under scrutiny at
this stage.
