3   Transport for London Bill [HL] The Chairman of Committees informed the House that, in accordance with Private Business Standing Order 121 (Committees on unopposed bills), he had selected the following Deputy Chairmen to join him on the Unopposed Bill Committee on the bill:

11   Constitution The Chairman of Committees moved that Baroness Quin be appointed a member of the Select Committee in the place of Lord Carter, deceased. The motion was agreed to.

12   Government Spending (Website) Bill [HL] The order of commitment was discharged.

13   Mental Health Bill [HL] The report was received. Amendment 1 was considered.

14   House of Lords: reform Lord Falconer of Thoroton repeated a ministerial statement made in the House of Commons, and made a ministerial statement.

15   Mental Health Bill [HL] The bill was further considered on report. Amendments 2 to 8 were considered. Amendments 3, 4 and 5 were agreed to (see division lists 1 to 3). Amendments were agreed to. Consideration was adjourned.

16   Children: custody A question was asked by Lord Carlile of Berriew and, after debate, answered by Lord Bassam of Brighton.

17   Mental Health Bill [HL] The bill was further considered on report. Amendments 9 to 24 were considered. Amendments were agreed to. Consideration was adjourned after amendment 24.

Monday 19 February

1   Tweed (Appellant) v Parades Commission for Northern Ireland (Respondents) (Northern Ireland) Further to the Order of the House of 13 December 2006 (4th Report Session 2006-07; [2006] UKHL 53) it was ordered that the respondents do pay or cause to be paid to the appellant his costs in this House and in Her Majesty’s Court of Appeal in Northern Ireland, the amount of such costs in this House to be certified by the Clerk of the Parliaments if not agreed between the parties and the amount of such costs in Her Majesty’s Court of Appeal in Northern Ireland to be determined by the Taxing Master if not agreed between the parties; and that the question of costs in the High Court of Justice in Northern Ireland be remitted to that court for decision.
