Lord Avebury to ask Her Majesty’s Government whether a Government department may refuse to disclose information under the Freedom of Information Act 2000 on the grounds that it would exceed the cost limit, when the relevant information has already been obtained in excess of the cost limit but the department wishes to cite the cost limit exemption. HL4204
Lord Avebury to ask Her Majesty’s Government why, having regard to the penultimate paragraph of section 4.6 of UKvisas: Best Practice Entry Clearance Work of 8 March, the British Consulate-General in Hong Kong is advising applicants that it can no longer issue visitor visas valid for more than two years; whether this two year limit applies only in Hong Kong; and, if so, why it only applies to Hong Kong. HL4205
Lord Avebury to ask Her Majesty’s Government whether a person who is issued a two year visit visa by the British Consulate-General in Hong Kong, rather than a visit visa for the period he wished to apply for, will be entitled to receive a discount on a subsequent visa application on the grounds that he applied for a reduced duration visa solely because he was told to do so by the British-Consulate.
HL4206
Lord Avebury to ask Her Majesty’s Government whether they will place in the Library of the House the United Kingdom record of the statements made at the meeting in Kathmandu on 22 November 2006 between officials of the Home Office Nationality Directorate and the Nepalese Ministry of Home Affairs (Home Office reference: NY/07 1080/1125/1, FOI 6639). HL4209

HL4211
Lord Alton of Liverpool to ask Her Majesty’s Government how many human embryos have been created each year since the passage of the Human Fertilisation and Embryology Act 1991; and how many cloned human embryos have been created since 2001. HL4212
Lord Laird to ask Her Majesty’s Government, regarding the North-South Implementation Body for European Union Programmes in Northern Ireland, established by the United Kingdom and the government of Ireland, whether the exchange of letters between the two governments of 25 July 2006 concerning the functions of the Implementation Body has governed the actions of that Body since that date. HL4213
Lord Laird to ask Her Majesty’s Government whether they gave an undertaking at St Andrews in October 2006 that the Northern Ireland Assembly should consider a bill on the Irish language; whether that undertaking is binding in international law; which political parties at St Andrews supported such an undertaking; and whether providing for only one language is consistent with the principle of parity of esteem in the Belfast Agreement of 10 April 1998.
